The issue of home rule is yet another part of the debate over gas drilling in New York state. More than a hundred towns and local governments have passed moratoriums or bans on gas drilling in their communities, and many others are weighing their options. The issue has been challenged in court, with two lower court rulings upholding the right of individual towns to decide whether fracking will take place in their community.
