Sectarian violence has flared in Iraq, a year and a half after the departure of American forces. The U.N. reported that more than 1,000 people were killed there in May, the deadliest violence since the height of the insurgency during the U.S. occupation. The State Department and several U.S. pro-democracy organizations have reacted strongly to a Cairo court ruling Tuesday. More than 40 foreign and local NGO workers were sentenced to prison for operating without a license. The ruling will likely spur calls in Congress for retaliation.
