Lawmakers reach agreement on casino gambling

The language of the proposed constitutional amendment reads like this:

Casino gambling at no more than seven facilities as authorized and prescribed by the legislature.

What that means in practice is unclear. The language doesn't say where the new casinos will be located or whether the seven casinos would be in addition to existing tribal casinos. It also doesn't address whether or not racetrack casinos will be able to add table games. Senate Majority Leader Dean Skelos says the details will be worked out next year. 

The future of the amendment is also foggy: It has to pass the legislature this year, and then again next year, reaching voters in 2013 at the earliest.
