Pa. court says local governments can zone for gas development, upholds "doctor gag rule"

A Pennsylvania appeals court has reinforced the power of local governments to zone for natural gas development.

This week’s ruling follows a landmark decision by the state Supreme Court late last year, striking down key provisions of the state’s oil and gas law known as “Act 13.”

However, the lower court has left most of the law intact, including the controversial “doctor gag rule.”
