President Barack Obama is launching a two-day bus tour through New York and Pennsylvania today to promote proposals for making college more affordable. It is a goal he has cast as "a personal mission."
According to administration estimates, average costs at four-year public colleges have tripled during the past three decades. Obama is proposing a new rating system to help students choose an affordable college.
The new ratings would be published before the 2015 school year and the presidents wants financial aid tied to a school’s rating.
His plan would also allow borrowers to cap their loan payments at 10 percent of their monthly income.
The president’s bus tour through New York will take him from the University at Buffalo to a high school in Syracuse and then to Binghamton University on Friday.
