The budget agreement does not include a pilot program for medical marijuana in New York.

The budget proposed by Governor Cuomo had a provision for hospitals to prescribe the drug, but no consensus could be found on how to run the program.

"So it was never anticipated that medical marijuana was going to be part of the budget," says Cuomo. "And we don’t have any agreement on any other medical marijuana bill and frankly there hasn’t been any discussion, any serious discussion."

Cuomo didn’t say whether he would push for a separate bill to establish medical marijuana.
