Because of the pandemic, the state's top election official is sending absentee ballot applications to every registered voter for August and November elections. Pennsylvania is a presidential battleground state. There are no statewide races for governor or U.S. Senate this year. The commonwealth has 18 congressional districts. Pennsylvania voters must be registered with a political party to participate in its primary elections.
