Leslie Danks Burke and Lea Webb are competing for the Democratic nomination in the race for New York's 52nd State Senate District, which covers Ithaca and Binghamton.

A lower court judge in Steuben County is overseeing the redrawing of the congressional and state Senate maps by an independent redistricting expert.

Democrats immediately said they would appeal the ruling.

The bill would limit rent increases to 3% annually, or 1.5 times the annual percentage change in the consumer price index for rent in that area.
