BINGHAMTON, NY (WSKG) -
The Red Cross is consolidating the two shelters in Broome County. They will provide rides for the people at the Vestal American Legion to get to the Donnelly Elementary School in Conklin.
In Bradford County, Pa., the Towanda Elementary School is still open to shelter residents who had to evacuate. The Red Cross is offering showers, warm meals, and help with paperwork to people there.

The Red Cross has shut down the shelters at Harpursville Baptist Church, the Watkins Glen High School and the Ovid Federated Church.
The Red Cross is still operating shelters at the Vestal American Legion, Donnelly Elementary School in Conklin, and the Big Flats Community Center.
The Salvation Army Emergency Disaster Services has deployed mobile feeding trucks to support first responders and residents in Lodi and Ovid in Seneca County.

ROCHESTER, NY (WXXI) -
Volunteers from the American Red Cross are operating several shelters for residents affected by the ongoing flooding in the Finger Lakes.
Brian McConnell is the Executive Director of the Finger Lakes Chapter and says they are helping run several shelters in the area.
"Where individuals can take refuge, take shelter and get out of the high water, and we'll see what happens when the next round of rain comes through."
The Watkins Glen High School Fieldhouse, Harpursville Baptist Church and Ovid Federated Church are all open for those in need.
Residents are welcome to stay or stop by the facilities, as volunteers are providing food, water and support.
McConnell says families should always have a disaster plan and kit in place for times like these.
"Preferably a smaller kit for maybe their vehicle or if they’re at work in the event that they can’t get home. So preparedness is a big piece of it."
The Finger Lakes Red Cross chapter covers six counties, McConnell says, and five have been in touch over the last 48 hours due to flash flooding.

Broome County issued a 'no unnecessary travel' emergency order Tuesday evening as another band of heavy rain moved through the area, prompting additional flash flood warnings.
More roads were closed, including NY-96 in Owego (Fox Street), NY-434 in Owego between Holmes Rd and Forrest Hill Rd. One lane of I-81 southbound between Exit 7 (US 11 Chenango) and Exit 6 SN (US 11) has been closed with DOT personnel on scene. Flooding on NY 7 in Conklin has closed all lanes between the PA state line and Conklin Forks Road. Motorists will be turned around as there is no detour available.
River flood warnings were issued as waters continued to rise. The river flood warnings include several points along the Susquehanna River, with minor to moderate flooding expected.
The National Weather Service calls for mostly sunny skies on Wednesday, with highs in the 80s. More rain is possible on Thursday.
Governor Cuomo issued a state of emergency for Broome, Chemung, Chenango, Cortland, Delaware, Schuyler, Steuben, Tioga, Wayne and Yates counties, effective through August 21. The state Emergency Operations Center has been activated and are deploying teams to assist municipalities with response efforts.

Heavy rain Monday and Tuesday is increasing flood risks in the Southern Tier of New York and northern Pennsylvania.
The Bradford County Emergency Operations Center has issued an urgent evacuation order to all residents in low lying areas along Wyalusing Creek, Camptown and the Rt. 220 corridor between Dushore and South Towanda. There are evacuation centers set up at Towanda Elementary School and Montrose High School.
Several roads are closed including NY-352 in Big Flats, Rt. 257 near Watkins Glen, NY-14 in Montour Falls, NY-26 in Vestal, NY-7A in Corbettsville near the Pennsylvania border, NY-89 and NY-96 north of Trumansburg, PA-858 and PA-267 between Le Raysville and Forest Lake. Broome County has issued a state of emergency and Conklin and Kirkwood have declared local states of emergency, according County Executive Jason Garnar. Hancock is under a state of emergency after the rain caused a potential dam failure.
The Schuyler County Sheriff has declared a state of emergency, too, and is advising against unnecessary travel.
The Seneca County Sheriff's Office issued a no unnecessary travel alert Tuesday morning after roads flooded in four towns in the southern end of the county between Seneca and Cayuga Lakes. A flash flood emergency alert in Seneca County advises residents to seek higher ground.
