BINGHAMTON, NY (WSKG) - Governor Cuomo has declared emergencies in 18 counties. They include Albany, Broome, Chenango, Columbia, Delaware, Dutchess, Greene, Montgomery, Orange, Otsego, Rensselaer, Saratoga, Schenectady, Schoharie, Sullivan, Tioga, Ulster, and Washington Counties.
Overnight, the Governor says State Police responded to over 600 accidents and disabled vehicles. There were also two fatal accidents.
Over two feet of snow fell across much of the state, with the Southern Tier experiencing the highest snowfall totals. Binghamton generally received 24 inches snow, while Albany received 16 inches, Kingston received 14 inches, and New York City receiving 8.
The storm will continue to move out of the region today. Temperatures will range from the high teens to low 20s and hazardous travel conditions will persist with wind gusts topping 15 mph.

Broome County Executive Jason Garnar has issued a travel ban for Broome County until further notice.
A travel ban means potentially life-threatening travel conditions exist. Essential personnel such as emergency services and hospital employees are permitted to go to and from their workplace.
All county facilities are closed Thursday.
Mayor Rich David has declared a state of emergency in the city of Binghamton. In Tompkins County, TCAT has suspended services until further notice.
WSKG staff report nearly 42 inches of snow near the Binghamton Airport. The National Weather Service sets the official snowfall, so far, at 41 inches. Plus, a record shattering 5.5 inches per hour fell between midnight and 4:00 A.M.

BINGHAMTON, NY (WSKG) - The first major winter storm of the season hit the the Southern Tier overnight.
Broome County Executive Jason Garnar has declared a state of emergency. A no unnecessary travel order is in effect until 9:00 a.m. today.
To assist in snow removal operations, Binghamton Mayor Rich David asked all residents to refrain from parking on city streets. Residents were told to park in driveways, public garages or in city park lots. Residents could also park free-of-charge in the Water Street and State Street parking garages through December 17th.
The Binghamton Police Department will aggressively enforce alternate side parking rules during the snow event.
A winter storm warning is in effect across the region until 10:00 a.m. An additional three inches is expect this morning, with total snow accumulations of 20 to 30 inches, according to the National Weather Service. Lighter accumulations were expected to the west and north of Broome County. Find your local forecast here.
Travel will be very difficult, if not impossible. The hazardous conditions will likely impact morning commutes.
