ALBANY, NY (WSKG) -- Assembly Speaker Carl Heastie says the state budget is very nearly finished, and he expects lawmakers will vote on it on Sunday, the final day of the state’s fiscal year.
Details of some issues are still being worked on, like how to create a congestion pricing system for parts of Manhattan, but, Heastie says, criminal justice reforms, including ending cash bail is not finalized and might not be in the budget.
Other items still on the table include legalizing recreational marijuana for adults. Heastie cast doubt on whether a public campaign finance system will be in the budget, saying he does not have enough votes from his Democratic members in support of the proposal.
