For most of the summer, the Republican mayor and Democratic city council have been sparring over how to pay for new safety equipment for the fire department.

The Binghamton city council voted to transfer $141,000 from the city’s general fund. The mayor says they don’t have the authority to do that.

Patrick Shea was indicted by a grand jury in Broome County Court Thursday and is being detained without bail at the county correctional facility. He pleaded not guilty to the charges.
